A Cure For Stupidity? Who should we give it to first?

I’ve come across this on Sky News today:
A German scientist could be standing on the brink of a miraculous discovery – a cure for stupidity. Hans Hilger-Ropers has started testing what is described as the world’s first "anti-stupidity" pill. Although he has only so far tried it on mice and fruit-flies, the results are said to be positive, raising hopes that one day a cure could be found for not-too-bright humans. Germany’s Bild newspaper reported that Mr Hilger-Ropers, director at the Max-Planck-Institute for Molecular Genetics in Berlin, has developed a pill thwarting hyperactivity in certain brain nerve cells. This helps stabilise short-term memory and improve attentiveness. Mr Hilger-Ropers, 62, said: "With mice and fruit flies we were able to eliminate the loss of short-term memory." Bild dubbed his project the "world’s first anti-stupidity pill".

It’s got me thinking, we see many cases of stupidity everyday, especially from people who should know better (Mr Gibson are you reading?) so I think we should start a list of people to be the first to receive any such pill should it ever become a true reality, go on, add a comment stating who you think should receive an anti stupidity pill and why.
